Neal Millard is a partner in the Firm's Los Angeles office. He practices in the area of international finance and real estate, representing foreign and domestic financial institutions. He also practices in the areas of healthcare and education, representing private and public institutions.
In the real estate area, he has represented banks in structuring and implementing construction loans, covering such varied and specialized projects as hotels, government buildings, casinos, schools and health care facilities. He has also represented thrift and insurance companies in the making of medium to long term permanent loans, many with equity participations or other unusual incentive provisions.
In the education area, Mr. Millard has represented most of the major charter management organizations and certain individual charter schools in both Southern and Northern California in connection with financings, real estate acquisitions, grant documentation, labor issues and leasing transactions. He has also advised both profit and nonprofit institutions of higher learning with respect to financing and management issues.
In the corporate area, Mr. Millard has represented a diverse group of financial institutions in asset backed facilities, project financings, credit enhancement and straight corporate loans. Mr. Millard also represents the domestic businesses of many foreign-based corporations. For example, Mr. Millard represented an Australian company in its leasing of aircraft from an American lessor. Overseas, Mr. Millard has been consulted by American companies for project financings and private investments.
In the healthcare area, Mr. Millard has structured and negotiated numerous loans involving hospital groups, including direct loans, letter of credit transactions, tax exempt bonds, direct bond purchase agreements, New Market Tax Credits and real estate financings. He has been involved in advising healthcare clients in restructuring and insolvency issues and the formation of joint ventures and corporate partnerships. He has also been involved in numerous real estate transactions such as leasing and purchase and sales.
Prior to joining Musick, Peeler and Garrett LLP in 2009, Mr. Millard was a partner in Jones, Day, Reavis & Pogue and in White & Case. Mr. Millard has spoken for the Practising Law Institute, the California Continuing Education section of the California Bar, CLE International and the Bank Lending Institute. He was a guest speaker at the Southwestern Law School's International Law Weekend-West. He was formerly an Adjunct Professor of Law at the USC Law Center where he taught international finance and international trade.
Mr. Millard has been voted by his peers as a Los Angeles Super Lawyer since its inception, and he appears in the 2006 and subsequent editions of the Best Lawyers in America for his work in international trade and finance law. Chambers lists Mr. Millard as a "recommended lawyer." More recently, he was voted the 2014 International Lawyer of the Year by Best Publications.
