Experience

Thomas J. Eastmond is a senior associate in the law firm of Musick, Peeler & Garrett LLP. He specializes in real estate and construction law, public contracting, labor and employment, and complex commercial litigation.

Mr. Eastmond has represented property owners, contractors, and subcontractors in a wide variety of construction litigation arising from both public and private projects, involving a range of issues including payment and finance disputes, delay claims, and claims of defective construction. Representative projects include roadway, reservoir, airport, and other infrastructure projects; shopping centers, residential developments, condominium projects, and industrial and logistics facilities. He has represented the County of Orange in successful litigation under the California and federal False Claims Acts, involving overcharges and fraudulent billing by a pavement maintenance contractor at John Wayne Airport. Mr. Eastmond has also advised clients in connection with negotiating workouts of distressed real estate development and associated financial transactions.  Mr. Eastmond has experience in appellate and writ practice, and has handled writ petitions to the California Courts of Appeal and a petition for writ of review to the California Supreme Court. He has represented creditor clients in bankruptcy proceedings, including adversary actions.

Mr. Eastmond previously served as a Member-at-Large of the Newport Beach Environmental Quality Affairs Committee, tasked with reviewing and commenting upon environmental impact reports submitted to City agencies for consideration. While in law school, Mr. Eastmond was a staff member of the  Southern California Interdisciplinary Law Journal. He is admitted to practice in California, in state and federal jurisdictions.
